في عام 1948م تأسست الجهة المسئولة عن الطيران المدني في المملكة تحت مسمى (مصلحة الطيران المدني) لتضم كلا من الخطوط السعودية وإدارة الطيران المدني، وفي عام 1959م تم فصل الخطوط السعودية عن الطيران المدني ليصبح المسمى الجديد للأخيرة (مديرية الطيران المدني)، وفي عام 1977م تم تغيير مسمى (مديرية الطيران المدني) إلى (رئاسة الطيران المدني).
وبموجب قرار مجلس الوزراء رقم (13) والذي صدر في 17/1/1425هـ (2004م) تحولت رئاسة الطيران المدني إلى هيئة عامة ذات شخصية اعتبارية واستقلال مالي وإداري لتعمل وفق أسس ومعايير تجارية، وليصبح مسماها الجديد (الهيئة العامة للطيران المدني).
وفي 9/12/1432هـ (2011م) صدر الأمر الملكي الكريم رقم أ/230 والذي قضى بفصل الهيئة العامة للطيران المدني عن وزارة الدفاع، ليمنحها ذلك المزيد من الاستقلالية وليمكنها من تطوير صناعة النقل الجوي في المملكة. وفي 30/7/1437هـ ( 2016م) صدر الأمر الملكي الكريم رقم أ/133 والذي قضى بربط الهيئة العامة للطيران المدني بوزير النقل، وفي 11/4/1438هـ صدر المرسوم الملكي الكريم رقم (17049) الذي قضى بفصل الجانب التشريعي عن الجانب التشغيلي في الهيئة، بهدف تعميق دورها كمشرع ومنظم لصناعة النقل الجوي في المملكةِ، ومن ثم الوقوف على مسافةٍ واحدةٍ من كافةِ المشغلين والعاملين في القطاع.

The passenger has the right to transport baggage in accordance with the provisions of the Reservation, this includes Carry-on Baggage and Checked Baggage provided that the baggage meets the terms and conditions of the air carriage contract in terms of the permitted quantity, dimensions, and weight.
The air carrier is obligated to check in the baggage under the passenger’s name according to the allowed number of baggage for each passenger without any excess baggage unless the freight value for the excess baggage is calculated separately.
The air carrier must make the check-in and disclosure mechanisms available in digital and paper forms in case the baggage requires exceptional treatment, such as excess baggage, oversized baggage, or high-value baggage that require disclosure.

a. The equivalent of (148) Special Drawing Rights Units when the baggage arrives after the arrival time specified in the Reservation, for the first day
b. The equivalent of (60) Special Drawing Rights Units for each day of delay starting from the second day, with a maximum compensation of (1288) Special Drawing Rights Units.
Cases of baggage loss, defect, or damage shall be treated as follows:
a. The passenger shall be compensated for the loss of baggage with (1288) Special Drawing Rights Units.
b. The passenger shall be compensated for the defect or damage of baggage with up to (1288) Special Drawing Rights Units.
c. The air carrier shall be exempted from compensation in case the defect or damage was caused by an underlying or inherent defect in the baggage.
